the Order of St. Andrew the Apostle
Russian President Putin presented his Chinese counterpart Xi Jinping with
the Order of St. Andrew the Apostle, one of Russia's highest honors, for his
prominent work in strengthening friendship between the peoples of Russia and
China.
俄罗斯总统普京向中国国家主席习近平授予俄罗斯国家最高荣誉之一的"圣安德烈勋章"，对习近平为增强中俄两国人民友谊做出的杰出贡献致意。
4日，国家主席习近平在莫斯科克里姆林宫同俄罗斯总统普京举行会谈。习近平指出，中俄两国是好邻居、好朋友、好伙伴(China and Russia are
good neighbors, friends and partners)。中俄全面战略协作伙伴关系(comprehensive strategic
partnership of coordination)符合两国和两国人民根本利益(be in the fundamental interests of the
two countries and peoples)，具有强大生命力和巨大发展潜力(boast a strong vitality and huge
development potential)，经得起国际风云变幻考验(withstand the test of international
vicissitudes)。
会谈后，普京向习近平授予俄罗斯国家最高勋章"圣安德烈勋章(the Order of St. Andrew the
Apostle)"。普京表示："我非常荣幸地将俄罗斯国家最高奖章(the highest order of the Russian
Federation)'圣安德烈勋章'授予我们最伟大的朋友，授予中华人民共和国国家主席习近平。"习近平表示，我将珍藏这枚象征着中俄两国人民友谊的勋章(revere
this order as evidence of China-Russia friendship)，这不仅是给予我个人的荣誉(personal
honor)，更体现了俄方对中俄关系的高度重视，以及俄罗斯人民对中国人民的友好感情，我们对中俄关系发展充满信心(we feel confident about
the development of China-Russia relations)。
据了解，"圣安德烈勋章"是俄国第一枚勋章(the first
order)，也是俄罗斯的最高勋章，1698年由彼得一世设立，1917年，该勋章停用;1998年7月1日恢复使用，是俄罗斯最高荣誉的象征。勋章主体为头顶王冠的黑色双头鹰(crowned
black double-headed
eagle)，材质为银质和镀金质，表面涂有蓝色珐琅(见图)。对于勋章的授予人，克里姆林宫官网有如下表述：圣安德烈勋章授予做出有助于俄罗斯繁荣、昌盛和荣誉(promote
the prosperity, greatness and glory of Russia)的非凡功绩的杰出的国家和社会活动家(prominent
statesmen and public figures)以及科学、文化、艺术和各个领域的代表人物(representatives of science,
culture, the arts and various industries)，以及为俄做出杰出功绩的外国首脑(foreign heads of state
for outstanding services to
Russia)和政府领导人。截至目前，只有三位外国元首荣获俄罗斯圣安德烈勋章，除了习近平主席外，还有阿塞拜疆总统和哈萨克斯坦总统。
