    BEIJING, Nov. 4 -- Chinese authorities on Friday published a regulation on
live streaming, ordering providers and releasers to obtain qualifications
according to the rules.
    北京11月4日电 中国官方于本周五发布了直播规范，要求互联网直播服务提供者和互联网直播服务发布者根据条例获得资质。
    For online live streaming of news, service providers are obliged to censor
content before releasing it, said the regulation from the Cyberspace
Administration of China (CAC).
    国家网信办(CAC)发布的《规定》明确，互联网直播服务提供者应对互联网新闻信息直播及其互动内容实施先审后发管理。
    Service providers should be well-staffed and have the technical ability to
stop live streams immediately, according to the regulation, which takes effect
on Dec. 1, 2016.
    于2016年12月1日生效的《规定》要求，互联网直播服务提供者应具备即时阻断互联网直播的技术能力。
    Online live streaming has grown rapidly, but some platforms have been found
to disseminate pornography, violence, rumors and fraud, counter to socialist
core values and adversely affecting young people, a CAC official said.
    国家网信办有关负责人表示，互联网直播发展迅猛，但部分直播平台传播色情、暴力、谣言、诈骗等信息，违背社会主义核心价值观，特别是给青少年身心健康带来不良影响。
    Some platforms stream live news without proper qualifications, thus
disturbing the orderly dissemination of information, the official added.
    他还补充说，还有的平台缺乏相关资质，违规开展新闻信息直播，扰乱正常传播秩序。
    China now has more than 300 companies that provide online live streaming
platforms, the official said.
    他说道，中国现在有300多家公司提供网络直播平台。
    Service providers should classify online live streams based on their
content and number of users, and manage them accordingly, the regulation
said.
    《规定》要求，互联网直播服务提供者应根据直播内容和用户数量对直播实施分级分类管理。
    It banned the use of live streams to undermine national security,
destabilize society, disturb social order, infringe upon others’ rights and
interests, or disseminate obscene content.
    它还提出，不得利用直播从事危害国家安全、破坏社会稳定、扰乱社会秩序、侵犯他人权益、传播淫秽色情内容。
    Using online live streaming services to make, replicate, release and
disseminate information banned by law and regulations is not allowed, it
added.
    不得利用互联网直播服务制作、复制、发布和传播法律法规禁止的信息内容。
    It also stipulated that service providers should blacklist users who break
the rules, and prohibit them from registering again.
    它还规定，互联网直播服务提供者应将违规者拉黑，不得再次注册。
