    Social security premium to reduce from May 1
        5月1日起降低社保费率
    导读:中国人力资源和社会保障部与财政部共同发布了一项公告，这项最新的举措是削减社会保障费，以减轻企业负担。
    China’s Ministry of Human Resources and Social Security and Ministry of
Finance have jointly issued a notice on cutting social security premium in a
latest move to reduce enterprises’ burdens.
    中国人力资源和社会保障部与财政部共同发布了一项公告，这项最新的举措是削减社会保障费，以减轻企业负担。
    According to the notice, effective from May 1, the employers’ contribution
rate to the pension fund will be cut to 19-20 percent depending on
conditions.
    根据这个公告，企业的养老保险缴费比例将依据不同情况，下降到19%—20%,自5月1日起生效。
    In places where the employers’ contribution to the pension fund is over 20
percent of the payroll, the rate will be lowered to 20 percent.
    对于企业职工基本养老保险单位缴费比例超过20%的省份，缴费比例将降至20%。
    In places where the employer’s contribution is already 20 percent, the rate
can be lowered to 19 percent in the next two years, provided the total balance
of pension fund in the region is enough for nine-month payouts.
    对于那些单位缴费比例已经是20%，且企业职工基本养老保险基金总结余足够支付9个月的省份，可以将缴费比例降低至19%，降低费率的期限暂按两年执行。
    The requirement for the rate of unemployment insurance payment, which was
cut from 3 percent to 2 percent of the payroll last year, will be further
reduced to 1 to 1.5 percent, with individuals’ contribution capped by 0.5
percent.
    而针对失业保险的缴费费率，在2015年已经由3%降到2%的情况下，本次将继续降至1%—1.5%，其中个人费率不超过0.5%。
    The average contributions to work injuries and childbirth insurances
remains unchanged following respective cuts of 0.25 and 0.5 percentage points
last year. However, the two categories will be combined pending future
regulations by the State Council, the notice said.
    针对工伤和生育保险的平均费率，在去年分别削减了0.25和0.5个百分点后，保持不变。不过，公告上说，根据国务院的一些未决法规，这两类将有可能被合并。
    Different provinces, autonomous regions and municipalities are required to
roll out specific plans accordingly.
    各个省、自治区、直辖市需要制定出相应的细则。
    In response to the central government’s earlier call to reduce the burden
on businesses, 12 provinces and municipalities had cut social security payment
requirements for employers and employees as of end-March.
    为响应中央政府早些时候的政策以减轻企业的负担，3月底，12个省、直辖市已经对企业和员工的社保缴费进行了削减。
