    2016考研双语新闻阅读：李克强就南海和平提5点倡议
    Chinese Premier Li Keqiang on Sunday raised a five-pronged proposal to
uphold and promote peaceand stability in the South China Sea, calling
oncountries outside the region to refrain from takingactions that may cause
tension in the region.
    本周日，中国总理李克强提出五方面建议，支持促进中国南海和谐稳定，他呼吁不在本地区的国家，避免采取可能导致地区紧张的行动。
    First, all countries make the commitment toobserving the purposes and
principles of the UNCharter, defend the outcome of WWII and post-war order,
cherish hard-won peace and jointly safeguard peace and stability in the world
andthe region, including in the South China Sea, said Li.
    首先，李克强表示，所有国家都承诺，遵守联合国宪章的宗旨和原则，共同保护二战结果与秩序，珍惜来之不易的和平，共同保卫世界和地区的和平稳定，其中也包括中国南海。
    Second, sovereign countries directly concerned undertake, in accordance
with universallyrecognized principles of international law, including UNCLOS of
1982, to peacefully settlesovereign and jurisdictional disputes through friendly
consultation and negotiation, said Li.
    第二，李克强说道，直接相关的主权国家，按照公认的国际法原则，包括1982年《联合国海洋法公约》，通过协商与谈判，共同确保和平解决主权和管辖权争端。
    Third, China and ASEAN countries commit themselves to full and effective
implementation ofthe Declaration on the Conduct of Parties in the South China
Sea (DOC) in its entirety,accelerate consultations to strive for early
conclusion of a full code of conduct (COC) on thebasis of consensus, and take
steps to improve regional mechanisms for mutual trust andcooperation, said
Li.
    第三，在南海问题上，中国和东盟国家要全面有效执行《各方行为宣言》，在达成共识基础上，加快协商进程，争取早日达成完整行为准则，同时采取措施，改善区域相互信任和合作机制。
    Fourth, countries from outside the region undertake to respect and support
the efforts bycountries in the region to uphold peace and stability in the South
China Sea, play a positiveand constructive role and refrain from taking actions
that may cause tension in the region,he added.
    第四，李克强补充道，地区以外国家要承诺尊重支持区域内国家在维护南海和平稳定上做出的努力，这些地区以外国家应在此问题上起到积极建设性作用，避免采取可能造成紧张局势的行动。
    Fifth, all countries undertake to exercise and uphold the freedom of
navigation and overflightin the South China Sea in accordance with international
law, he concluded.
    第五，李克强总结，所有国家需依照国际法，承诺支持在中国南海的自由航行及领空权。
    The Chinese premier arrived in Malaysia on Friday for the 18th ASEAN-China
(10+1) leaders'meeting, the 18th ASEAN-China, Japan and South Korea (10+3)
leaders' meeting, and the 10thEast Asia Summit.
    本周五，中国总理李克强访问马来西亚，参加第十八届中国-东盟(10+1)领导人会议，第十八届东盟与中国、日本、韩国(10+3)领导人会议和第十届东亚峰会。
