【分析】并列句。本句的 while 为并列连词，连接两个并列的分局。此时的 while 含对比的意味。
【译文】大多数领导人试图继续将天主教作为新国家的官方宗教，而也有一些领导人要设法结束其他信仰被排斥的局面。
