【析句】复合句的主干是In a move the U.S. court of Appeals for...said...，主句中move后是that引导的定语从句，注意其中have+动词原形的用法；said后是宾语从句，简单句。

【析句】整个句子的整体结构是主句+动名词作定语+两个并列的宾语从句。主句是The Federal circuit issued an unusual order,stating that...是动名词作定语，相当于which states，后面是并列的宾语从句that...and that...注意第一个宾语从句中的短语rather...than...，第二个宾语从句中one issue后it wants to evaluate作定语从句。
