　　China's five biggest commercial lenders will start providing free money transfers via mobile banking in a bid to tackle increasing competition from Internet finance services.
　　面对来自互联网金融服务的越来越激烈的竞争，我国五大商业银行将开始提供手机银行转账免费服务。
　　工、农、中、建、交五大行25日联合宣布，将对客户通过手机银行(mobile banking)办理的境内人民币转账(domestic yuan transfers)汇款(remittance)，无论异地(inter-city)跨行(interbank)，均免收手续费(waive/scrap transaction fees)，并对客户5000元以下的境内人民币网上银行(Internet/online banking)转账汇款免收手续费，以降低客户的费用支出。这是我国国有大型商业银行(large State-owned commercial lender)落实普惠金融、保护存款人利益(protect savers' interest)、提升银行服务(improve banks' service quality)的具体举措(specific measure)。
　　此外，五大行还将加强账户管理，率先在五大行间开展客户银行账户信息验证。五大行将在4月1日前完成对存量账户I、II、III类账户区分标识，尽快完成系统改造，支持客户通过线上或自助设备开立II、III类账户。去年央行出台关于个人账户分类管理(differentiated management approaches for personal bank accounts)的规定，个人账户进入3.0时代。有全功能、实名制要求高的I类账户，有可以进行转账、投资理财(make investments on wealth management products)、单日万元以下消费(purchases and payments capped at RMB10,000 per day)的II类账户，也有仅能进行小额支付(only be used for small purchases and payments)的III类账户。
　　业内分析指出，五大行此举首先是响应监管要求。去年12月25日，央行发布《关于改进个人银行账户服务加强账户管理的通知》，要求商业银行进一步改进银行账户服务。其次，银行手机转账免费是市场竞争的结果。此前已经有银行宣布网上银行、手机银行免费。同时，随着第三方支付快速发展(amid rapid growth of third-party payment service)，创造更多应用场景去吸引客户(attract more clients)，银行竞争压力加大。

　　有网友担忧，开放封闭式小区可能引发噪音、空气污染、交通堵塞(traffic congestion)和公共安全等诸多隐患(potential risks)。另外，这是否违反我国《物权法》(violate the country's property law)，业主(property owner)是否要得到赔偿(get compensation)等问题也引发关注。
　　而一些专家则发声表示支持。中国城市规划设计研究院副院长(vice-president)杨保军表示，封闭小区是农耕文明的理念(a reflection of the farming culture)，一个个楼盘都是一个个小的独立王国(independent kingdoms)，彼此不共联，公共服务设施(public service facilities)不共享。但是现在的城市应该是开放的，以公共活动、公共空间作为特征(featured with public activities and public space)。
　　封闭小区的形成大致有两个高峰时期，首先是上世纪50年代的单位"圈大院"(enterprises and communities build enclosed quarters)，接着是上世纪90年代以来房地产开发商(real estate developer)建的封闭住宅小区。
