从9月1日起，电信企业各类实体营销渠道在为用户办理入网手续时，必须通过使用二代身份证识别设备核验用户本人的居民身份证件，并通过系统自动录入用户身份信息，不得委托未配备二代身份证识别设备的社会营销渠道办理电话用户入网手续。
对2013年9月1日前入网的未实名老用户，电信企业要在其办理新业务、更换移动电话卡时依法要求其进行补登记，否则或会被停机。各电信企业要确保年底前全部用户实名率达到90%以上。
New mobile users in China are now required to register their identification, according to a new regulation that will start on Tuesday.
Mobile operators should replace registrations from old users who did not register their identification before Sept. 1, 2013. The regulation seeks to have 90 percent of mobile users registered with real names by the end of this year.
Telecom operators can temporarily stop customers' service in order to prod them to finish their registration.
专家表示，此举最重要的意义在于严厉打击电信诈骗犯罪。公安部数据显示，2014年全国电信诈骗发案40多万起，群众损失107亿元。
The main goal of the new plan is to clamp down on telecom scams in China. Figures from China's Ministry of Public Security show that over 10 billion yuan, or some 1.6 billion US dollars, was siphoned into the pockets of scammers -- operating both in China and overseas last year.
工信部通信保障局局长赵志国表示，实施手机用户实名制，最关键的一步就是要优化技术，辨认用户身份。此外还要加大对手机零售点的管控，并且要坚决严厉打击电话“黑卡”犯罪行为。
"One key measure is to perfect the technology to verify mobile phone customers' identities. We need to better regulate retail outlets. Accounts without proper registrations should be shut down."
未满10岁儿童不得代言广告
新修订的《广告法》9月1日起实施，首次明确了广告代言人的行政法律责任，完善了关于未成年人保护的广告规范。
新法规定，不得利用不满10周岁的未成年人作为广告代言人;针对不满十四周岁的未成年人的商品或服务广告，不得含有劝诱其要求家长购买广告商品或服务的内容。
另外，根据新广告法，保健食品禁止代言，禁止涉及疾病预防和治疗功能;大众传播媒介发布广告须显著标明“广告”字样，不得以介绍养生知识等形式变相发布药品、医疗、保健品广告;广告代言人不得为未使用过的商品或者未接受过的服务做代言。
According to the revision of the Advertising Law, advertising companies should not employ children under the age of 10 as spokespeople.
Health care producers are banned from using a spokesperson for their products and are no longer allowed to make claims that products can cure diseases, according to the new law.
In the meantime, the new law also says that spokespeople should not endorse any commodities or services which they've never consumed.
国家工商行政管理总局广告司司长张国华表示，儿童作为演员出现在广告中是可以的，但是儿童如果签署广告代言合同或收取代言费，都将被视为代言人。对于目前已经上市流通带有儿童代言人形象的包装物，张国华表示将有一定的宽限期，具体宽限期还在与全国人大商讨中。
"According to our civil law, minors under the age of 10 are people without the capacity for civil conduct, meaning they have limited cognition towards the wider society and other such things. To hire them as advertisement spokespeople violates the principle of truth on advertisements, thus the advertisements could be inaccurate."
环保部门不履职可举报
《环境保护公众参与办法》9月1日起正式施行。办法明确，公民、法人和其他组织发现地方各级人民政府、县级以上环境保护主管部门不依法履行职责的，有权向其上级机关或者监察机关举报。
办法规定，公民、法人和其他组织发现任何单位和个人有污染环境和破坏生态行为的，可以通过信函、传真、电子邮件、“12369”环保举报热线、政府网站等途径，向环境保护主管部门举报。
According to a new regulation on public supervision over environmental protection, citizens, enterprises and organizations can report malpractice of local government to upper-level government or supervisory organs, via letter, fax, email and hotline.
The regulation urged protection of whistleblowers' rights and a timely government response to complaints. It also encouraged a special fund to award whistleblowers.

P2P网贷平台责任明确
9月1日起施行的《最高人民法院关于审理民间借贷案件适用法律若干问题的规定》解释，借贷双方通过P2P网贷平台形成借贷关系，网贷平台的提供者仅提供媒介服务，则不承担担保责任，如果P2P网贷平台的提供者通过网页、广告或者其他媒介明示或者有其他证据证明其为借贷提供担保，根据出借人的请求，人民法院可以判决P2P网贷平台的提供者承担担保责任。
According to a regulation on private lending, peer-to-peer (P2P) lending platforms no longer bear responsibility for problems between borrowers and lenders who meet on the platform unless they provide a guarantee beforehand.
