　　Restrictions on the use of plastic bags have not been so successful in some regions. “White pollution” is still going on. Write a letter to the editor(s) of your local newspaper to give your opinions briefly and make two or three suggestions.
　　You should write about 100 words on ANSWER SHEET 2.
　　Do not sign your own name at the end of the letter. Use “Li Ming” instead.

　　首先就审题而言，诸考生们需要掌握应用文题型的审题技巧，以更快、更有效地掌握关键信息，节约做题时间。
　　1. 常规性规定部分
　　You should write about 100 words on ANSWER SHEET 2.
　　Do not sign your own name at the end of the letter. Use “Li Ming” instead.
　　Do not write the address. (10 points)
　　本部分规定的内容与前两年的规定内容基本一致。对于此部分，考生们只需在审题时关注一个内容即可，即应用文的署名。本题中规定为“Li Ming”，而这也是应用文考查历史中经常使用的署名规定内容。
　　2. 规定情景部分
　　Restrictions on the use of plastic bags have not been so successful in some regions. “White pollution” is still going on. Write a letter to the editor(s) of your local newspaper to give your opinions briefly and make two or three suggestions.
　　一般而言，对于此部分，考生们需要从中抓取四个关键信息：应用文类型、书信类型(如果应用文类型为书信)、收信人、应用文内容。
　　(1)应用文类型
　　就近十几年的应用文考查历史来看，应用文的考查类型基本分为两种：书信和通知。本题中，明确出现了letter这一个关键词，可确定本题要求书写的应用文类型为书信。
　　(2)书信类型
　　本题中，明确含有一个关键词：suggestions，可初步判断书信类型为建议信;其次，再结合此部分的内容(建议改善因塑料袋使用而导致的白色污染问题)来看，说明可确定本题要求写的书信类型确实为建议信。
　　(3)收信人
　　本题的规定情景部分中，明确说明“to the editor(s) of your local newspaper”，也就是说收信人为编辑。根据之前所写文章中收信人的格式使用情况，对于收信人，本题中已知其职位，故而本题中收信人可用“Dear Editor,”。
　　(4)应用文内容
　　本题中规定书信内容为：give your opinions briefly and make two or three suggestions，即简要表明自己观点并给出相关建议。
　　其次，在已知本题规定写作类型为建议信后，根据之前文章中所解析的建议请信的写作方法，再结合本题的内容要求，本应用文内容可为：
　　自我介绍，表示相关，表扬在先，(表明观点，)建议在后;
　　具体建议，附加原因;
　　表示期待。

　　Dear Editor,
　　I am a student who lives in Beijing. Generally speaking, the government’s restrictions on using plastic bags are quite good; however, I have still seen many people carrying plastic bags purchased at supermarkets. Therefore, I have some better suggestions to improve the situation.
　　Firstly, it would be greatly appreciated if you could you help to enhance people’s awareness about the disadvantages of “white pollution”, for mass media may be the most influential powers nowadays. Moreover, it is advisable for our government to tax the production of plastic bags since their cheap price is also an important factor.
　　I hope that you will find the above suggestions practical.
