    “Therearelimitedresources,”saidDavidElder,directoroftheOfficeofSurveillanceandComplianceintheFDA’sCenterforVeterinaryMedicineinRockville,Md.Elderaddedthatinspectionsofcompanionanimals-foodproductsare“basedonrisk”,whichmeansthattheprocessingplantinEmporia,Kans.,wherethetaintedfoodwasmanufactured,hadneverbeeninspectedbygovernmentofficialsuntilafterconsumersstartedcomplainingaboutpetsdyingofkidneyfailure.TheEmporiaplantremainsopenandcontinuestoproducenewfood,accordingtoaMenuFoodsspokesperson,whoaddsthatsafetytestsarebeingdonearoundtheclock.
    ThechiefexecutiveofMenuFoodstoldtheAssociatedPressonWednesdaythatthecompanyislookingatoneunnamedingredientasthepossiblecauseoftherenalfailure.TheFDAhaspreviouslysaidtheinvestigationisfocusingonpossiblycontaminatedwheatgluten,acommoningredientinpetfoods.FDAinspectorshavebeensenttoMenuFoodsplantsinKansasandNewJersey.
