这是在断言，和商业团体一起工作的政府，将会创造一种“新能源经济”，使每一个关联的公司能够盈利，每一个人都能富裕。
15. be bound up with 与某事紧密相连
例：Her illness is bound up with the pressure of her study and work.
她的疾病与她紧张的学习和工作有密切关系。
