The 10-Chapter Soil Pollution Action Plan, China's third national action plan to curb pollution after the ones aimed at tackling air and water pollution, targets soil deterioration and advances the goal of China's pollution prevention and control work for the first time.
"土十条"是继旨在治理空气污染、水污染的行动计划之后，我国的第3个遏制污染的国家行动计划。该行动计划首次针对土壤退化问题提出了我国污染防治工作的目标。
国务院日前印发《土壤污染防治行动计划》(the Action Plan for Soil Pollution Prevention and Control)，包含10条(chapter)35款，共231项具体措施(measures)，简称"土十条"，旨在提高我国土壤质量(improve soil quality)，保障农产品安全和人居环境健康(ensure safe agricultural products and a healthy living environment for people)。"土十条"提出，到2020年，初步遏制全国土壤污染加重趋势(curb worsening soil pollution);到2030年，全国土壤环境质量稳中向好(put soil pollution risks under control and make improvements to polluted soil);到2050年，土壤环境质量全面改善，生态系统实现良性循环(form a virtuous cycle in the ecosystem)。
根据"土十条"要求，对农用地(arable land)土壤污染状况详查将于2018年完成，对重点行业企业用地(land used for key industries and enterprises)土壤污染状况详查将于2020年完成。到2020年，受污染耕地安全利用率达到约90%(about 90% of contaminated farmland will be made safe);到2030年，受污染耕地安全利用率增至95%以上;到2020年，将重点行业主要重金属污染物的排放(discharge of major heavy metal pollutants in key industries)减少10%。
国务院表示，我国目前正在开展土壤污染调查，促进土壤污染防治立法(promote legislation on soil pollution prevention and control)，加强土地管理。积极采取措施保护未受污染土壤，监管污染源(supervise pollution sources)，治疗和修复污染土壤(treat and restore polluted soil)，并加大对环境保护研究的支持力度。"土十条"的出台实施将夯实我国土壤污染防治工作(strengthen soil pollution prevention and control work)，全面提升我国土壤污染防治工作能力。
