中国人民银行研究局首席经济学家(chief economist)马骏表示，规模如此巨大的资金需求仅靠政府是不能满足的(too great to be covered by the government alone)。因此中国需要构建绿色金融体系(green financial system)，动员和激励更多的社会资本(social capital)提供支持。
