An overnight storm following days of rain paralyzed traffic, cut power and
water supplies and trapped people in their homes in many parts of Wuhan, a
metropolis on the Yangtze River.

The downpour caused severe waterlogging as local rivers, lakes and
reservoirs swelled, leading to the closure of a tunnel under the Yangtze as well

A caixin.com article said experience from developed countries shows that
the ratio of investment for above-the-ground facilities and underground
facilities is supposed to be 1:1, but China has only spent 4 percent of its
infrastructure expenses on the underground sewage system.
