New size and speed limits set for electric trikes nationwide
全国设立电动三轮车新规格和速度限制
China’s State Post Bureau (SPB) is mulling imposing stricter limits on the
speed and size of electric tricycles used for mail and package delivery, the
number of which has mushroomed in China along with a boom in the nation’s
e-commerce industry.
中国国家邮政局正在考虑为运送包裹和邮件的电动三轮车实施更加严格的规格和速度限制，随着中国电子商务行业的繁荣，国内电动三轮车的数量也迅速增长。
According to a draft proposal published on the SPB’s official website on
April 8 and open to public opinions until May 7, all electric tricycles employed
in mail or package delivery services by any company or agency will be limited to
speeds of no more than 15 kilometers per hour.
据4月8号到5月7号发布在中国邮政局官网，征求公众意见的一个起草议案，任何被任何公司或者机构雇佣的，用作邮件或包裹投递服务的电动三轮车每小时都将被限速在15公里以内。
The draft also stipulated that the largest acceptable size of such electric
tricycles will be 1 meter wide, 1.4 meters high and 3 meters long, while the
standard maximum load will be 180 kilograms.
草案还规定，此类电动三轮车最大可接受尺寸将是1米宽，1.4米高，三米长，最大标准承载量为180公斤。
The draft also suggests the use of a new kind of electric tricycle equipped
with a GPS terminal, a driving record and monitoring platforms.
草案还建议，使用配备了GPS终端，驾驶记录和监控平台的新型电动三轮车。
The SPB’s proposed regulation is the latest national-level effort to
standardize electric tricycles, after local authorities in cities such as
Beijing and Shenzhen in Guangdong Province began to ban electric bicycles and
tricycles on certain roads.
继北京，广东深圳等地方当局开始在特定道路限制电动自行车和三轮车后，中国邮政局提出的法规是国家层面上做出的规范电动三轮车的最近努力。
While Shenzhen police have explained that the policy does not target the
express delivery industry, the new prohibition still puts the industry in a
tough spot, as a nationwide boom in e-commerce has resulted in rapidly rising
demand for express delivery services.
尽管深圳警方已经解释道，该政策并不针对物流行业，但是新的禁令仍然把该行业置于艰难的境地之中，伴随着全国电商繁荣，对物流服务的需求也快速增长。
Some 1,000 couriers are estimated to be sacked after Shenzhen’s ban, the
China Business Journal (CBJ) reported, citing the city’s traffic police and
express industry association.
援引城市交警和快递行业协会数据，《中国商业杂志》报道，深圳禁令后，预计1000名邮递员被解雇。
Xiang Feng, director of China Express Association (CEA) and president of
delivery company YTO Express, said the electric tricycle is the best tool for
couriers because of its low cost, safety and environmental friendliness, CBJ
reported.
《中国商业杂志》报道，中国快递协会主任兼圆通快递公司总裁翔凤说，对邮递员来说，电动三轮车因为成本低，安全并且环保，是邮递员最佳工具。
CEA’s annual report showed that 20.6 billion express deliveries were made
in 2015, 90 percent of which were conducted by couriers riding electric
tricycles.
中国快递协会年度报告显示，2015年，全国共计发出206亿份快递，其中90%通过邮递员乘电动三轮车送达。
