The notion is that people have failed to detect the massive changes which
have happened in the ocean because they have been looking back only a relatively
short time into the past.
译文：这一观点认为，由于人们只考察了过去相当短的一段时间内的情况，因此无法发现海洋中发生的大规模变化。
分析：本句的难点是搞清楚这几个从句之间的关系。本句的主干结构为“The notion is + that”引导的表语从句。表语从句中，the
massive
changes后紧跟由which引导的定语从句，对其进行修饰。该表语从句还含有一个由because引导的原因状语从句，该从句的主语为代词they，指代前文中的people，谓语为现在进行时have
been looking，其后的back only a relatively…the past为时间状语。
