Top U.S. economists rap protectionist measures

    BEIJING, Aug. 3 -- More than 1,000 top American economists have signed a petition opposing the protectionist policies proposed by the U.S. Congress against China.
    The U.S. Senate Banking Committee approved legislation on Wednesday that aims to force the government to get tougher when dealing with China in trade issues.
    Last week, the Senate Finance Committee approved legislation that would allow firms to seek higher anti-dumping duties against Chinese companies for what some U.S. senators said a "fundamentally misaligned" currency.
    A total of 1,028 economists from 50 U.S. states, including Nobel Laureates Finn Kydland, Edward Prescott, Thomas Schelling and Vernon Thomas, signed the petition initiated by the U.S. non-government organization Club for Growth.
    They hold that free trade is in the interest of both the U.S. and China and punitive tariffs on Chinese products are tantamount to a tax on American consumers.
    China sells affordable goods to U.S. consumers and helps keep the U.S. interest rates low by buying U.S. treasuries, they pointed out, adding that U.S. consumers and businesses would suffer from higher prices, fewer jobs, economic woes and a potential trade war.
    "We believe that barriers to free trade destroy wealth and benefit no one in the long run," they said.
    Pat Toomey, president of the Club for Growth, said that the protectionist atmosphere permeating the U.S. Senate is similar to what existed in 1930, when the notorious Smoot-Hawley Tariff Act - which aimed to shield U.S. producers against foreign competition but is believed to have led to trade wars and dramatically shrunk global trade - was passed.
    "The Congress is suffering from a bad case of amnesia," Toomey wrote.
    In 1930, too, 1,028 economists signed a petition opposing that act.
    Washington has been pressuring Beijing to revalue the yuan to solve the problem of its whopping trade deficit but economists have long pointed out that it is the U.S.' fault.
    "Many economists from the U.S. as well as other countries have found that the problem has arisen from the US' economic structure," said Zhao Xijun, finance professor at Renmin University of China.
    "The country has a very low savings rate and spends much more than it saves, which is reflected in its huge trade deficit."
    A drastic yuan revaluation would not help the U.S. as the rising costs of Chinese products would only shift the source of some of U.S. imports to other countries with lower production costs.
    "The U.S. politicians are well aware of that," said Chen Xingdong, chief economist of Hong Kong-based BNP Paribas Peregrine Securities.
    But they have stuck to their anti-China stance simply to win over voters, he said.

Paulson: SED succeeds in defusing China-U.S. disputes
BEIJING, Aug. 1 (Xinhua) -- U.S. Treasury Secretary Henry Paulson said here Wednesday that the United States and China should work together to make the China-U.S. Strategic Economic Dialogue "a success" as a bridge in bilateral economic relations and resolving the trade disputes.
    Paulson made the remarks while meeting Chinese President Hu Jintao, according to a statement released by the Chinese Foreign Ministry. He said that he would work closely with Chinese Vice Premier Wu Yi to narrow differences and address bilateral trade issues through the mechanism.
U.S., China to hold 18th JCCT in December in Beijing
    WASHINGTON, Aug. 1 (Xinhua) -- The Bush administration announced on Wednesday that the 18th U.S.- China Joint Commission on Commerce and Trade (JCCT) will be held in the week of December 10 in Beijing.
    "I look forward to this important JCCT meeting. We have a number of trade and economic issues to address. While U.S. exports to China are growing, many barriers remain," said U.S. Commerce Secretary Carlos M. Gutierrez.
    U.S. lawmakers unveil bills to expand engagement with China
    WASHINGTON, Aug. 1 (Xinhua) -- A group of U.S. lawmakers from the House of Representatives on Wednesday unveiled a bipartisan legislative package designed to expand U.S. engagement with China and increase American competitiveness in the global marketplace.
    The package, U.S.-China Competitiveness Agenda of 2007, comprises of four bills which propose legislation to expand America's diplomatic infrastructure in China, boost support to small- and medium-sized American businesses exporting to the China market, increase funds for Chinese language instruction in the United States and build new cooperative energy ties between the U.S. and China, the lawmakers said at a press conference held in the Capital Hill.
